Sealcoating and paving in Orange County

Asphalt paving, repair and sealcoating in Chapel Hill, Carrboro, Hillsborough and rural Orange County. Orange is the hilliest and most protected corner of the Triangle, with strict watershed limits over much of it and town rules that reach right down to what an apron is made of. This page sets out what we have confirmed.

The county

Rolling farms and forest on the western edge

Orange County describes itself as 400 square miles of rolling farms and forest in the hills of the North Carolina Piedmont, on the western edge of the Research Triangle, with historic Hillsborough as its county seat. Its towns are Hillsborough, Chapel Hill, Carrboro and a small part of Mebane. The county's 2020 census profile counted 148,696 people and 61,211 housing units, 59.2 percent of them owner occupied, and close to three in ten housing units classed as rural.

That rural share is the point for asphalt. Away from the towns, homes sit on large lots on rolling ground, often at the end of long drives that climb or fall to the road. Grade changes how a drive fails: water runs down it rather than standing on it, cutting the edges and washing out the low end.

The big one

Watershed limits, and gravel already counts

Orange County has thirteen watershed protection overlay districts, and its impervious surface guide sets residential limits by district. In the University Lake, Cane Creek, Upper Eno Critical and Little River areas the limit is 6 percent of the lot. Upper Eno Protected and Back Creek allow 12 percent. The Lower Eno allows 24 percent with curb and gutter and 36 without, and the Haw River and Jordan Lake Protected areas allow 24 percent. Built-upon area that existed before the relevant cut-off date, January 1, 1994 for most districts, counts as existing.

Crucially, the county's definition of impervious surface includes gravel, and gravel roads and parking areas count as built-upon area. So paving a gravel drive in the same footprint is treated very differently from widening it or adding a turnaround. On a 6 percent lot, a new parking pad can be the thing that does not fit. It gets checked first.

Why so strict

The drinking water underneath

Chapel Hill and Carrboro's water comes through OWASA from Cane Creek Reservoir, University Lake and the Quarry Reservoir, with an allocation from Jordan Lake. The Eno River crosses the north of the county past Hillsborough, where the county notes the Great Indian Trading Path once crossed it. Storm water off a drive in much of Orange is running toward somebody's tap, which is the reason behind the limits and the reason a paving job here takes drainage seriously.

In the towns

Chapel Hill and Hillsborough driveway rules

We could not confirm Carrboro's current driveway rules from its own pages, so the town is asked before any apron work there. Outside the towns the roads are NCDOT's, and NCDOT's policy says a single residence normally needs no driveway permit.

Sloped drives

Paving and sealing on a grade

On a sloping drive the surface has to shed water across rather than letting it run the full length and gather speed, so the crown and any cross drains matter more than on flat ground. Repairs concentrate at the bottom, where water arrives, and at the top, where a steep apron meets the road. Sealer on a grade needs care so it does not run, and some customers on steep drives prefer a mix with sand in it for grip. All of that is talked through at the site, not assumed.

Distance

Chapel Hill is in, Hillsborough is at the edge

The service area runs about thirty miles from Raleigh. Chapel Hill and Carrboro are inside it. Hillsborough and the north and west of the county sit at or beyond the edge, so jobs there are taken when they make sense for the trip, and you get a straight answer about that up front.

Prices

How Orange County jobs are priced

Sealing is one price per square foot including crack filling, small patches and lot restriping. Paving and bigger repairs are priced per job after a look, with permits, inspections and any watershed check included in the plan. The work is done by local independent contractors.
